The Governor's Advisory Council for Exceptional Citizens (GACEC) is the state advisory panel for the federal Individuals with Disabilities Education Act for the state of Delaware. We monitor and provide advisement on issues relating to special education, including services provided to gifted and talented students. In 2011 we worked with then Governor Markell to institute Disability History and Awareness Month (DHAM) in Delaware to get all Delaware schools and students to acknowledge and observe the contributions of persons with disabilities and promote awareness and inclusion. The statewide poster contest is one facet of the observance of DHAM. the contest is open to all Delaware students and ends with an awards presentation to the first, second and third place winners in five categories.
